If your server has already taken control of the harbor (all servers should've by now), then there won't be any enemy mobs up there, only a couple friendly NPCs.(This is an old video)

lol no, you don't understand, those mobs up top were not part of the Shattered Sun...This footage is from the phase of Quel'Danas during which the harbor was still being retaken.

I did this before that building was turned into the inn... It depends on your server's progression
