When using burn & dodge tool, create a new layer with Overlay mode, and check box to fill it up with 50% grey. Use the burn & dodge tool on that layer : it's a non destructive way, as it allows you to erase your mistakes by painting in the neutral grey, and your base-photo on the lower layer is never directly modified. ;)

Don't forget. You can also whiten the scelara (white part of the eyeball) whiter using the dodge tool.
